This patch provides:

1. C3 10G/25G PTP variants design enhancement:
   - RX PTP deskew logic enhancement to be insensitive of the reset
     and PMA calibration flow.
   - Addendum on PPM UI adjustment : AM count rollover handling.
   - Addendum on PTP variants : software requirements.

2. C3 10G/25G MAC+PCS variants hardware design example update.
   - New MAC+PCS PMA calibration reset sequence introduced in hardware
     design example for MAC+PCS mode only.

Caution - You must either have previously installed the
          Quartus Prime 19.3 software or must
          install the Quartus Prime 19.3 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
